Gathering droughts?

Hello,
Farming Lightweave Cloth today, getting 1-3 from pretty much every mob. Got up to 70 of them in around 30 minutes, then, nothing. Maybe one cloth per 10 kills.

I've seen this happen in a different area as well, for the cloth again..



Is there some sort of throttling mechanism in place? Has anyone else seen this?

please if anyone has any information about it please help me out, i did a lot of research about it on internet but couldn't find the proper answer so please help me out ?
